It's funny, i have tried to get that painterly look in my drawings, but even with very course brushes i found myself blending untill really smooth... This is just what comes natural for me. Your Hailey Atwell is still one of my favorites. Especially in terms of painterly feel.
I think you should stick with your own style, as is looks very natural.
Yes Photoshop. I used a very simple soft round brush. The only thing i adjusted was the spacing is set to 1. This way you still have softness, but not as much as a brush set to the standard 25% spacing. And transfer is set to pen pressure. I drew the whole thing with this brush except for the hair. I set up the shapes with the same soft brush and finished it with the same brush with shape dynamics set to pen pressure and a little scattering.
The secret in very realistic rendering is drawing things you don't see. You only see the very tiny highlights for example on very close inspection.
I think i will do a tutorial on drawing eyes in the near future (if time allows
